These are the formal policy proposals submitted by Jonathan Westmoreland and the Bend Privacy Alliance to the Bend City Council and Procurement Committee. These documents represent the governance framework we are asking the City of Bend to adopt. Read them, share them, and contact your council members to ask where they stand.
Surveillance Technology Accountability, Privacy, and Civil Rights Ordinance
This proposed ordinance would require the Bend City Council to approve any surveillance technology before it is purchased or deployed by city departments or law enforcement. It establishes public transparency requirements, community oversight, civil rights protections, and ongoing accountability measures. If adopted, no surveillance system could be acquired or used without council approval, a published impact assessment, and regular public reporting.

Surveillance Technology Procurement and Contracting Framework
This companion framework establishes the specific contracting standards the City should require before signing any agreement with a surveillance technology vendor. It covers data retention limits, third-party sharing restrictions, audit rights, transparency obligations, and exit provisions to prevent vendor lock-in. It is designed to work alongside the ordinance as the practical implementation standard.

This memo provides context and explanation for the Procurement Framework, summarizing the key provisions in plain language and explaining why each element matters for public accountability. It is intended for council members, city staff, and community members who want to understand the framework without reading the full technical document.
