Notes: Confirms the Grand River Dam Authority (GRDA) — Oklahoma’s largest public power utility — operates its own sworn police department with ALPR (VehicleManager/Motorola) cameras, and shares detection data with a staggering number of outside agencies: 77 pages listing several thousand “Detections Shared” recipients nationwide (mostly local PDs/sheriffs, but also explicit federal entries: CBP-NTC, CBP CAPU (NATL), CBP Office of Air and Marine, DHS CBP Agency Office of Professional Responsibility, ICE ERO, US Border Patrol (NATL), HSI, HSI Bulk Cash Smuggling Center, ATF National Account, DEA National, IRS Criminal Investigations, US Marshals, US Secret Service, and multiple regional fusion centers/HIDTAs). GRDA in turn “receives” detection data from ~400+ agencies including ICE ERO and CBP-adjacent entities. No Hot List records shared by GRDA; GRDA receives shared hot lists from 7 small agencies (mostly warrant lists). This is a genuinely new and significant data point: a utility police department — not a municipal PD in an immigrant-heavy sanctuary jurisdiction — is directly and explicitly listed as data-sharing with CBP and ICE, the same federal-access pattern documented at Woodburn and Bend, PD but via a completely different kind of agency (critical-infrastructure utility police). Worth flagging in the ALPR presentation as evidence the federal-access problem extends well beyond municipal police departments.
