Notes: The foundational reporting behind Bend’s Flock removal decision: reveals that ICE, CBP, and Homeland Security Investigations accessed Bend PD’s Flock ALPR database 279 times during June 2025, the first three weeks of the pilot program. Bend PD stated the exact data retrieved could not be determined because Flock’s audit trail was absent at the time. This is the article underlying nearly every other Bend Flock/ALPR entry in this library (the January 2026 removal, the Deschutes County Sheriff’s decision to exclude ALPR from its Axon contract, and multiple other-city comparison pieces all trace back to this reporting).
