Traffic signal infrastructure and ODOT
Sources relevant to the vehicle detection sensors at Bend’s signalized intersections — distinct from automated traffic enforcement cameras and ALPR cameras (covered on the ALPR & Automated Traffic Enforcement page). These are traffic operations devices that detect vehicle presence and movement to control signal timing. Modern detection sensors carry AI classification capability for vehicles, cyclists, and pedestrians and feed centralized traffic management systems.

- ODOT Signal Design Manual — Chapter 6: Detection (January 2026) — States explicitly: “ODOT’s default standard detection type is radar (includes bike detection). Video detection may also be used with concurrence from the region signal operations engineer.” All non-invasive detection devices must be listed on ODOT’s approved Green Sheet product list.

ODOT cameras on Bend corridors
- Oregon Travels — Live ODOT camera feeds, Bend area — Public-facing feed of ODOT’s highway corridor cameras on US-97, US-20, and OR-126 through Bend. These cameras are ODOT-owned, separate from all City of Bend contracts, and managed by ODOT Region 4.
City of Bend — ODOT Traffic Signal Maintenance Agreement (2025–2027)
Primary source documents for the active intergovernmental agreement under which ODOT Region 4 maintains and operates the City’s 32 traffic signals. Agreement No. 73000-00042028, executed April 2, 2025; runs through December 2027. Amendment No. 1 approved by Bend City Council on June 17, 2026.
- Agreement for Services — Signal Maintenance, City of Bend / ODOT (Agreement No. 73000-00042028, executed April 2, 2025) — Original intergovernmental agreement plus exhibits. Total contract value $706,000 in Agency funds. Services include maintenance, timing adjustments, inspection, emergency repair, and temporary traffic control for the City’s 32 signalized intersections. Signed by City Manager Eric King (March 21, 2025) and ODOT Region 4 Manager Tiffany Johnson (April 2, 2025). Includes signal location list (Exhibit A), compensation provisions (Exhibit B), and signal-related project services scope (Exhibit D). DocuSign audit trail includes ODOT staff email addresses and server IP logs.
- Amendment No. 1 to Agreement No. 73000-00042028 (City of Bend / ODOT, 2026) — Increases total contract value from $706,000 to $1,286,000 (an increase of $580,000) to cover additional signal project services for GO Bond and capital improvement projects not included in the original agreement. Replaces Exhibit B in its entirety. Apportions: $306,000 for routine maintenance, timing, inspection, and emergency repair (capped at $102,000/year plus up to $50,000 in contingency funds); up to $930,000 for signal-related project services (Exhibit D). - Issue Summary — Authorize Amendment No. 1 to Traffic Signal Maintenance Agreement with ODOT (Bend City Council, June 17, 2026) — Staff report from Janet Hruby, Transportation & Mobility Department. Consent Agenda item. Explains that the City does not have in-house staff to operate its traffic signal system and contracts entirely with ODOT for these services. Original agreement included $400,000 for signal project services; amendment adds $580,000 for additional capital project work through December 2027.
