Parking enforcement / License plate recognition
- August 2020 Bend City Council — Passport / NuPark license plate recognition software license and service agreement — Establishes the citywide parking LPR program: mobile pay, digital enforcement and permitting, and license plate recognition for parking enforcement. Police technology policies
- Bend Police Department — ALPR Policy 428 (PowerDMS, updated May 2026) — The live published BPD policy governing automated license plate reader use. Relevant to SB 1516 compliance analysis; covers data retention, access controls, audit requirements, and prohibited uses.
Procurement and contract authority
- City of Bend — Contract Delegation Policy ADM-2024-7 (December 2025) — Defines the City Manager’s authority to approve contract amendments up to $250,000 without a City Council vote. This is the legal mechanism through which stationary ALPR was proposed to be added to the existing Axon contract in May 2026 without public process.
Transportation infrastructure
- City of Bend BMPO — Intelligent Transportation Systems (ITS) Plan — Governing framework for Bend’s traffic signal network and transportation technology infrastructure.
- Bend Transportation System Plan — Chapter 9: Transportation Systems Management and ITS (December 2025) — Describes the city’s ITS architecture including signal interconnection, microwave links, and the Traffic Operations Center (TOC) framework.
- August 2025 Bend City Council — BMPO grant acceptance for downtown traffic signal upgrade (Franklin / Wall / Bond corridor) — $1,016,460 BMPO grant covering upgraded traffic signal controllers, detection systems, illumination, poles, communications, and cabinets. Design phase only as of August 2025.
